The NBA is set to unveil a new anti-tanking draft reform called the ‘3-2-1 lottery.’ This proposal will be discussed with the league’s 30 general managers.

The ‘3-2-1 lottery’ aims to expand the lottery to 16 teams and flatten odds. It includes a system where the bottom three teams face penalties in lottery ball allocations.

Discussions regarding this proposal have taken place during multiple meetings with the board of governors and the competition committee. Owners are expected to vote on the proposal on May 28.

Although minor modifications may occur, the core elements have received majority support from teams. This reform aims to change how teams approach the draft lottery.

The term ‘3-2-1’ indicates the number of lottery balls assigned to each team. This initiative will begin impacting the draft starting in 2027.
